Biography

Francisco Longo Martínez on these subjects he has published various books and articles in specialized journals, and he has given courses, seminars and lectures in Argentina, Bolivia, Brazil, Dominican Republic, Chile, Colombia, El Salvador, , Guatemala, Mexico, Panama, Peru, United States, Uruguay and Venezuela. He is a member of the United Nations Committee of Experts in Public Administration (2010-2013). He has acted as international consultant to various governments and international organizations (United Nations, World Bank, European Institute of Public Administration, Inter American Development Bank). He helped to draft and presented, for the United Nations and the CLAD, the Ibero-American Charter for the Public Service, approved by the 2003 Ibero-American Summit and the General Assembly of the UN. He is the author of a methodology for the assessment of public service systems, applied by the IADB in Latin American countries. Before joining ESADE in 1993, he was Human Resources Director and Central Services Manager of Barcelona City Council, Executive Director of the Municipal Operations Centre for the 1992 Olympic Games and advisor to the Mayor of Barcelona, and a member of the boards of directors of several public companies.
