Biography
JD: Universidad del Rosario (Bogotá, October 1980) Specialist Commercial Law: Universidad de Los Andes (Bogota, October 1980) Doctor of Law: University of Navarra (Spain, 1981-1983) Specialist Comparative Public Law : Instituto Universitario ee European studies (Turin - Italy, 1988) Specialist in Human Rights: Human Rights Institute "Guillermo Cano" - ESAP (Bogotá, 1994) currently works as a university lecturer and lawyer practicing in the area of administrative and electoral law. In 1980 he obtained a Doctorate in Jurisprudence from the Universidad Colegio Mayor of Nuestra Señora del Rosario. He holds a Doctorate in Law from the University of Navarra (Spain); Specialist in Commercial Law at the University of the Andes, in Comparative Public Law of the Institute of European Studies in Turin, Italy and in Human Rights of the School of Public Administration, ESAP. He has been Dean of the Faculty of Political and Administrative Sciences of the School of Public Administration, ESAP; Judge of the Administrative Court of Cundinamarca; Editorial Director of LEGIS Editores SA; Comptroller of Santafé de Bogotá, Magistrate and President of the National Electoral Council, National Registrar of the Civil Status of Colombia 2007 - 2015 He has been a university professor for over 30 years and a member of the Colombian Academy of Jurisprudence. In addition he has served as Director of the Masters in Administrative Law and Specialization in Administrative Law and Public Management and Fiscal Control of the Universidad del Rosario and Director of the Doctorate and Master of Laws from the University Sergio Arboleda.
