Biography
He recently linked with the Urban Management and Development program of the Faculty of Political Science, Government and International Relations of the Universidad del Rosario. Professor Vergel Tovar is a Fulbright Fellow and earned a PhD in Urban and Regional Planning from the University of North Carolina at Chapel Hill, USA. He holds a Master's in Urban Management and Development from the Institute for Urban Studies and Housing Institute for Housing and Urban Development Studies (IHS) of the Erasmus University of Rotterdam, the Netherlands.
