Biography
Colombian Diplomat Undergraduate and Doctor Honoris Causa in Law and Jurisprudence of the New Granada Military University in Bogotá - Colombia. He served as Colombia's ambassador to Cuba (1998-2010), Ambassador of Colombia to the OAS (1990-1994), Minister of Foreign Affairs (1986-1990), Ambassador of Colombia to the OAS Panama (1983-1986) and Ambassador of Colombia to the United Nations (1994-1998).
