Biography

Education: Ph.D. (Dr. iur), Martin-Luther-Universität Halle-Wittenberg LL.M. in Admiralty and Maritime Law, Tulane University Law Degree (First and Second State Exams) Christian-Albrechts-Universität Kiel. After studying law in Kiel, Germany, and Copenhagen, Denmark, Dr. Jessen received a Law degree from Christian-Albrechts-Universität Kiel, Germany, in 2002. He then worked as a researcher for one year at the Institute of International Affairs at the Law Faculty of the University of Hamburg. In 2003-2004, he undertook postgraduate studies as a scholar of the German-American Fulbright Commission at Tulane University, New Orleans, receiving the LL.M. degree in Maritime Law & Admiralty. In 2005, he finished his Ph.D. at Martin-Luther-Universität Halle-Wittenberg with highest honors (summa cum laude). From 2006 to 2008, he worked as a trade lawyer (WTO law) at the German Ministry for Economic Cooperation and Development (BMZ) in Berlin. In 2008, he started his academic career as a Professor for Shipping Law at the University of Applied Sciences in Bremen, Germany. He taught several classes in international trade law, carriage of goods by sea law, multimodal transport law and environmental regulation of shipping. He also supervised a multitude of bachelor theses on various subjects of maritime law and acted as the Director of Studies for the newly established bachelor degree in “International Studies in Shipping and Chartering” (ISSC B.A.). In 2012, Dr. Jessen joined the University of Hamburg, to accept a position as Associate Professor for Public Maritime Law and the Law of the Sea. He has given numerous external lectures and presentations, e.g., for the German Branch of the Comité Maritime International (CMI) and at various German conferences as well as international conferences. He also contributed a number of chapters to the new book “EU Maritime Law” (published in 2016) which he also co-edited. In October 2016, Dr. Jessen joined the WMU and will teach mainly within the Maritime Law and Policy specialization. His main areas of research are the Law of the Sea (in particular deep-sea mining and issues relating to the extraction of mineral offshore resources) as well as maritime law / maritime security.
