Tsai , Fen - ching had done her PhD from Graduate Institute of Physical Education National Taiwan Sport University.She was Associate editor at Journal of Asian Sports Management. She was Convener of Sports & Health Education Section Center for General Education in Fooyin University. She was Director of Physical Education at Teaching Office of Physical Education in in FY University.
