Biography
He was born in 1965 in Manavgat district of Antalya. He completed his primary, secondary and high school education in Manavgat and graduated from the Faculty of Political Sciences of Istanbul University in 1987. In the same year, he started serving as an assistant auditor in the Turkish Court of Accounts; then he was nominated as a district governor of Kırıkkale in 1989 by passing the candidacy exam for district governorship. Ercan TOPACA, who was sent to England by the Ministry of the Interior for a year in 1990, later served as the deputy district governor in MuÄŸla-Milas, EskiÅŸehir-Beylikova and Çorum-Alaca districts. Ercan TOPACA, who served as district governor of Kastamonu - Azdavay between 1993 and 1995, Diyarbakır - Çermik between 1995-1999 and Konya - Kulu district between 1999 and 2000, served as Deputy Governor of Bolu for a while during the 12 November 1999 earthquake. Ercan TOPACA, who worked as the Branch Manager in the General Directorate of Local Authorities of the Ministry of the Interior in 2000, served as Head of Department at the same General Directorate between 2002-2004 and was appointed to the Head of the Directorate for Administration Development of the Prime Ministry in 2004. Ercan TOPACA, who was appointed as Deputy Governor of Düzce on 14.05.2007 while he was serving as the General Directorate of Local Administrations starting from the year 2006, was appointed as the Governor of Düzce with the resolution of the Council of Ministers, dated 19.09.2007. Ercan TOPACA, who was reassigned as the General Directorate of Local Administrations in 2008, was appointed as the Governor of Kocaeli with the resolution of the Council of Ministers, dated 11.05.2010 and numbered 2010/407. He was assigned as the Governor of Hatay in 2014 with the joint decree dated 15.09.2014 and numbered 2014/6780. Governor Ercan TOPACA was lastly appointed as the Governor of Ankara by the decree dated 07.09.2016 and numbered 2016/9158, started his duty on 20.09.2016. Ercan TOPACA is married with 3 children and speaks English.
