Paul L. Foster

Biography

Mr. Foster served as Chairman of Western Refining, Inc.’s Board of Directors from September 2005 until Western Refining’s acquisition by Andeavor in June 2017. Previously, he served as Western Refining’s Chief Executive Officer from September 2005 until January 2010, and as President from September 2005 to February 2009. Prior to that, he was the President and Chief Executive Officer of one of Western Refining’s affiliates. As the original founder of Western Refining, he was involved in all aspects of its operations since 2005 and in all aspects of its affiliates' operations since 1997.  Mr. Foster is currently Chairman of the University of Texas System Board of Regents, on which he has served since 2007. He also serves on the boards of directors of WestStar Bank, an El Paso-based bank, Vomaris Innovations, Inc. (as Chairman), a privately held medical device company, the Federal Reserve Bank of Dallas - El Paso Branch, and various other civic and professional organizations.
