Biography
Thomas C. Zielinski serves as executive vice president and general counsel for Anthem, Inc. In addition to being a member of the company’s executive leadership team, he oversees all legal, regulatory, compliance and acquisition matters involving Anthem and its subsidiary companies. Mr. Zielinski also advises Anthem’s Board of Directors and its Committees on corporate governance best practices and policies. Mr. Zielinski joined Anthem in 2014, bringing more than 35 years of diverse health care and legal expertise to his current role, including mergers and acquisitions, implementation of the Affordable Care Act (ACA), fraud and abuse litigation, ERISA, provider reimbursement methodologies, health plan benefits designs, as well as state and federal regulatory matters. Previously, Mr. Zielinski was a partner in the Litigation and Health Care Practice Groups with the law firm of Morgan, Lewis & Bockius, LLP, where his focus was on complex litigation, acquisitions, provider reimbursement methods and strategies, regulatory and compliance matters, and general health care issues. Prior to that, he served as executive vice president and general counsel at Coventry Health Care, Inc., focused on health care transactions, state and federal regulatory and compliance issues, enterprise risk management, provider reimbursement strategies, and litigation matters across a spectrum of health care issues. In addition to his duties as General Counsel, Mr. Zielinski also had Operational and P&L responsibilities at Coventry. Operationally, Mr. Zielinski was responsible for Coventry's total medical Cost of Care spend which included both utilization (medical management) and unit (provider contracting) costs. Other functional areas which reported into him included Procurement, Compliance, Communications, HR, and Government Affairs. On the P&L side, Mr. Zielinski had responsibility for Coventry's rental network business and its behavioral health subsidiary. Mr. Zielinski also spent 19 years at Cozen O’Connor, an international law firm, and two years as assistant district attorney in Berks County, PA. He has litigated more than 50 jury trial verdicts, over 30 non-jury trials, and numerous preliminary injunction hearings on a wide variety of criminal and civil issues. Mr. Zielinski is admitted to practice in Pennsylvania and Indiana, and is a graduate of Albright College and Temple University, Beasley School of Law.
