Monica Coury

Biography

Monica Coury serves as the Vice President of Legislative and Government Affairs for the Centene Corporation in Arizona, which manages several health plans including Bridgeway Health Solutions, Health Net, Cenpatico Integrated Care and Ambetter from Health Net. Her primary responsibility is to lead the company’s state and local public affairs strategy, including guiding the company’s state and local government strategy, advocacy efforts, community relations, media relations and stakeholder engagement.Ms. Coury has worked extensively in the health care sector and has a deep knowledge of health care policy both at the state and federal level having served as Assistant Director of Intergovernmental Relations for the Arizona Health Care Cost Containment System (AHCCCS), Arizona’s single state Medicaid agency. In that capacity, Ms. Coury was the primary liaison to AHCCCS’ federal oversight agency, the Centers for Medicare and Medicaid Services (CMS), and managed issues relating to the AHCCCS Section 1115 waiver and State Plan. Ms. Coury also managed federal and state legislative and regulatory issues, as well as policy research and analysis, media relations, tribal affairs and community education and outreach.Prior to joining AHCCCS, Ms. Coury practiced law with the Phoenix law firm of Gallagher & Kennedy, concentrating on health care issues and physician services, general corporate matters, regulatory compliance and administrative law. Ms. Coury also has a background in public policy and media relations, having spent 10 years in Washington, D.C. working for organizations including C-SPAN, the U.S. Department of Energy, the National Council of La Raza and the Congressional Hispanic Caucus Institute.Ms. Coury earned her Juris Doctorate from the University of Arizona and has a B.A. in International Affairs from The George Washington University in Washington, D.C. Ms. Coury also serves on the board of Tiempo, Inc., a company engaged in affordable housing and community development, is a member of the Autism Advisory Committee advising AHCCCS on treatment and services for Arizonans with autism, and is an active member of the Arizona Council of Human Service Providers. Ms. Coury also served for over five years on the board of Esperança, a nonprofit organization dedicated to providing medical missions to the underserved in Latin America and Africa.Ms. Coury grew up in Phoenix and is married to Anthony Coury, a third generation Arizonan. Together, they have three beautiful children.
