Biography

Frank Ruggiero is the senior vice president of Government Relations for BAE Systems, Inc. In this role, Ruggiero is responsible for all legislative affairs and government relations associated with BAE Systems, Inc. and its businesses, which collectively employ approximately 32,000 employees in the United States, United Kingdom, Sweden, and Israel, and generated 2016 revenues of approximately $10 billion. Ruggiero previously was the vice president for International Government Relations at BAE Systems, Inc. In this role, he supported the entire company covering foreign military sales and direct commercial sales through engagement with the U.S. government and foreign embassies, export control issues, and coordination of offset package development. Before joining BAE Systems Inc., Ruggiero was the U.S. Senior Deputy Special Representative for Afghanistan and Pakistan from July 2010 to June 2012.  From June 2009 to July 2010, he was the Senior U.S. Civilian Representative for Southern Afghanistan, where he led the civilian efforts in concert with the surge of U.S. military forces into Afghanistan.  Ruggiero was Acting Assistant Secretary of State for Political Military Affairs from January 2009 to June 2009 and from 2006 to 2008 he served as the Deputy Assistant Secretary of State for Defense Trade and Regional Security, with special emphasis on international military sales. Ruggiero has worked in diplomatic and government policy roles for 18 years. He also was a foreign policy and defense adviser in the U.S. House of Representatives and served in the Ohio Army National Guard for six years. Ruggiero holds a bachelor’s degree in political science from Ohio State University and a master’s in international affairs from American University, and is a doctoral candidate in U.S. foreign policy at the University of Virginia.
