Biography
Tom McNaugher is a Professor in the Practice, Director of Studies for Security Studies Program. Formerly Vice President for Army Studies at the RAND Corporation (2001-2007) and Senior Fellow at the Brookings Institution (1989-1995). Army officer, 1968-75, with service in Vietnam (1970-71).
