Biography
Pat has over 30 years of experience in operations, infrastructure maintenance, and project management. Prior to his position at Collins, Pat served the City of Chicago for 25 years under two mayors. Pat was the First Deputy Commissioner of the City of Chicago’s Department of Transportation. He rolled out the Divvy bike sharing program and was instrumental in coordinating citywide paving and establishing the Project Coordination Office (PCO). As the Commissioner of the Department of Fleet Management (DFM), Pat introduced car sharing to the City’s fleet of vehicles. DFM maintains over 14,000 vehicles owned by the Department of Police, Fire Department, Department of Streets and Sanitation, CTA, Park District, and other city agencies. Pat served Mayor Richard M. Daley in his office as the First Deputy Chief of Staff for four years. He coordinated the infrastructure departments and the City’s use of the ARRA funds received in the federal stimulus package. Pat has also served as Executive Vice President of the Chicago Transit Authority, Acting Commissioner of Aviation, First Deputy Commissioner at the Department of Aviation, and numerous other posts in city government. Pat directed the response by Chicago Airport System to the 9/11 attacks.
