Fran comes to Delphinus with extensive experience and leadership in the regulatory affairs and quality systems environment across a broad section of the healthcare industry. Most recently, he served as consultant to large multi-national organizations, tapped for his expertise in complex regulatory systems and approaches. He served as Vice President of Regulatory in Covidien’s electrosurgery division during the critical period of corporate secession from parent Tyco Corporation, overseeing a cross-functional team that executed far-reaching global initiatives crucial to the new corporate enterprise and identity. During his tenure with AdvaMed directing Technology and Regulatory Affairs, he steered guidance for member corporations, industry representatives, and the trade association while leading interactions with officials from government, academia, professional societies, and advocacy. As Vice President of Quality and Regulatory Affairs at NOMOS Corporation, Fran drove all regulatory and quality programs that were primary to its achievement of becoming a public company through acquisition by North American Scientific. He earned an MBA at the Katz Graduate School of Business, University of Pittsburgh, and his undergraduate degree at Carnegie-Mellon University.
