Biography
Kirk has over 20 years of experience in the field of air quality management and other regulatory programs. Prior to EPS, he served as VOC Permitting Unit Manager for the Air Protection Branch of the Georgia Environmental Protection Division where he managed air permitting matters for Georgia industries. As an air quality consultant, he has completed hundreds of SIP/Title V/ synthetic minor operating permit applications and developed compliance programs for industrial clients nationwide. He is an expert on ozone non-attainment issues and maintains a detailed working knowledge of air quality rules and federal regulations affecting industry.
