Biography
Cecil F. Carter is an associate professor of Educational Leadership at Florida Gulf Coast University (FGCU) in Fort Myers, Florida. He has held this position since January, 1997. . Prior to joining the faculty of Florida Gulf Coast University, Professor Carter served as a school administrator in several school districts, namely Lee County, Florida; Savannah-Chatham County, Georgia; and Isle of Wight County, Virginia. Professor Carter has been a school principal, a district-level administrator, and a superintendent of schools. He also served as deputy secretary of education for the Commonwealth of Virginia. He was a teacher of mathematics in the Virginia Beach, Virginia public schools.

His primary areas of interest are leadership, education law and policy, and curriculum and instruction
