Biography

On July 16, 2015, Gary Kelley was appointed as Inspector General for the Georgia Department of Agriculture. Gary’s areas of responsibility are Emergency Management, Homeland Security, Human Resources and internal investigations. Prior to the Department of Agriculture, Gary served for seven plus years as a Deputy Director at the Georgia Emergency Management Agency/Homeland Security (GEMA/HS). Prior to joining state government, he served in Clayton County where he worked for both the Police Department and the District Attorney’s Office. Gary served Clayton County for 28 years and was the Sr. Deputy Chief Investigator at the District Attorney’s Office at the end of his tenure with the county. Gary received his Bachelor of Science Degree, in Urban Studies-Criminal Justice, from Georgia State University. He later received a Master’s Degree in Public Administration from Columbus State University. Gary is a graduate of the Georgia Command College, the FBI National Academy and the U. S. Naval Postgraduate School Executive Leadership Program. Gary resides in Henry County with his wife, Penny. They have two married children and four grandchildren. They attend Sharon Baptist Church, in McDonough, Georgia.
