Biography

Chris, a senior vice president in GS&P’s Water Resources market, is well-known for his 25 years of service at Dallas Water Utilities. During this time Chris oversaw a diverse staff of more than 500 employees and developed leadership skills in all areas of wastewater utility systems, delivering a strong regulatory compliance record without a single violation in his ten years as director. He currently leads GS&P’s water and wastewater services in North Texas and serves as a company-wide resource for plant operations, master planning, permitting, and sanitary sewer overflows reduction strategies. As one of GS&P’s Practice Area Leaders for Facility Operations, Chris’s knowledge gained as Dallas Water Utilities - Director of Wastewater Operations will prove beneficial toward managing the overall operation of new or renovated facilities. For more than a decade, Chris managed the city’s comprehensive wastewater treatment and conveyance system and established a reputation for engineering excellence, regulatory compliance and exceeding performance objectives. He also played an integral role in the design of a cogeneration facility to burn methane generated from the wastewater treatment process and the negotiation for a 10-year Sanitary Sewer Overflow Initiative (SSOI) agreement between City of Dallas and Texas Commission on Environmental Quality to reduce SSOs. Because of this role, Chris brings invaluable experience to the team regarding the operator perspective as well as how to effectively interface with the client on public works projects Chris is a licensed professional engineer and a licensed Class “A” Wastewater Operator in Texas. He is an active member of the Water Environment Federation (WEF) and WEF of Texas, the Water Environment Research Foundation, the Texas Association of Clean Water Agencies, American Water Works Association, and the National Association of Clean Water Agencies, where he serves as GS&P’s representative on number of committees.
