Biography

As a senior Project Manager, Design Manager, Client Manager and Principal in GS&P’s Water Resources group, Dale is responsible for the management, planning, design and coordination of environmental/water/wastewater engineering projects. Dale is known for developing practical solutions to difficult problems. He has nearly four decades of combined experience that includes the evaluation and design of large diameter relief and trunk sewer projects in urban areas, large scale combined sewer separation projects, large diameter water distribution system improvements, and process systems for water treatment, wastewater treatment and industrial pretreatment facilities. Dale’s expertise also extends to treatment plant siting and feasibility studies, rehabilitation projects for sanitary sewer collection systems and water distribution systems, and the design of instrumentation and control systems for treatment facilities. He has managed and designed numerous water and wastewater treatment plants and pumping station projects, and has extensive knowledge of treatment processes, plant hydraulics, chemical feed systems, and instrumentation and control systems. As project manager, Dale led the design efforts for the most recent expansions and improvements at Nashville’s K.R. Harrington and Omohundro water treatment plants. He has also served as a project manager on a number of major pumping station ranging in size from 140 MGD to 15 MGD and treatment plant projects including the K.R. Harrington WTP Flood Recovery in May 2010, where he directed a team of more than a dozen engineers and contractors, and assisted MWS in the assessment of treatment processes, as well as the development and implementation of design solutions, necessary to return the flooded plant to operation within 30 days. Dale served as Design Manager for the Knoxville Utilities Board’s five wastewater storage facilities designed by GS&P with approximately 30 million gallons of storage capacity and the new 32 MGD WWTP at the City of Bowling Green, Ky. Additionally, Dale was project manager for the Beacon Hills Wastewater Infrastructure Improvements project, which included replacement of the pumping station, upsizing and replacement of the existing gravity trunk sewers with a pressure tight system and the construction of a wastewater flow equalization basin with a gravity fill / gravity drain configuration. Dale attended the University of Tennessee-Knoxville. During his career he has been active in a variety of professional organizations and societies including the American Water Works Association, the Kentucky Tennessee Water Environment Association and the Water Environment Federation.
