Biography

Randy serves as GS&P’s State Transportation Leader for Mississippi, working from our Jackson office. In this role, Randy leads GS&P’s business development and operational efforts in the Mississippi transportation engineering market. Randy also mentors and develops professional staff so that the firm continues to meet clients’ needs and expectations for technical quality, service excellence and consistent performance. Randy has more than 25 years of diverse experience in the planning and development of many types of major transportation infrastructure projects. His expertise ranges from transportation policy research and local public agency program administration, to asset management and structural design. He joined GS&P after more than two decades with the Mississippi Department of Transportation (MDOT), where he gained extensive experience working with local governments and metropolitan planning organizations. He spent five years as MDOT’s assistant chief engineer for operations, where he was responsible for the organization’s Materials, Local Public Agency, Research and Contract Administration divisions. Randy is an active member of the Louisiana Asphalt Pavement Association, the American Council of Engineering Companies (ACEC), the Mississippi Engineering Society, the Transportation Research Board (TRB) and the Construction Materials Research Center at Mississippi State University. He earned a Bachelor of Science in Civil Engineering from Louisiana Tech University.
