Biography

Billy Harris is President and co-founder of Harris Kocher Smith and also serves as Project Manager for the firm’s private and public clients.  Mr. Harris has designed and managed civil engineering projects in Colorado since 1979.  He is a past State Director of the Board of the American Council of Engineering Companies and a former member of the Professional Goals Committee of the Mayor’s Office of Small Business Opportunity, City and County of Denver.  He also served on the Board of Directors of the Lowry Vista Metropolitan District. Mr. Harris is a court-certified expert on engineering for Title 32 Special Districts and has provided forensic services and expert witness testimony for both plaintiffs and defendants on cases involving drainage, grading, utility and other civil engineering areas of expertise.
