Biography
Ms. Carol Raphael, MPA, M.Ed served as the Chief Executive Officer and President of Visiting Nurse Service of New York. Ms. Raphael served as a Board Chair at AARP, Inc. until June 13, 2016. From 1989 to April 2011. Ms. Raphael served as a Director of Operations Management at Mount Sinai Medical Center in New York City. She has a wealth of health care policy, economics and management experience. She served as a Deputy Commissioner of the Human Resources Administration in charge of the Medicaid and Public Assistance programs in New York City. She served as a Secretary of Pace University. She has been Board Chair of AARP, Inc. since June 2014 and served as its Vice Chairman from May 2, 2012 to June 2014. She has been an Independent Director of Henry Schein, Inc. since August 15, 2012. Ms. Raphael serves as a Director of Lifetime Healthcare Inc., Future Health Corporation and Pace University. She serves as a Trustee at Citizens Budget Commission. Ms. Raphael served as a Director of Excellus Health Plan Inc. She served as a Director of Univera Healthcare Inc. She served as a Director of Barrier Therapeutics Inc. since August 1, 2005. She served as a Member of Rochester Regional Advisory Board at Excellus Health Plan Inc. She serves as a Director of American Foundations for the Blind, Care Leadership Coalition and New York eHealth Collaborative. She was a Member of the Medicare Payment Advisory Commission from 1999 to 2005. She served on the New York State Hospital Review and Planning Council from 1992 to 2004. She was the Chairman of Fiscal Policy Committee of New York State Hospital Review and Planning Council. Ms. Raphael chairs Better Jobs, Better Care Initiative at Robert Wood Johnson national advisory committees. She chairs the New York eHealth Collaborative. She serves as the Chair of the Long-Term Quality Alliance, a Member of the National Quality Forum Coordinating Committee, where she Chairs its Post Acute/Long-Term Care Workgroup and is a Strategic Advisor to the National Committee on Quality Assurance (NCQA). Ms. Raphael is an Advanced Leadership Fellow at Harvard University. Ms. Raphael was listed in the Crain's New York Business Top 25 Most Influential Businesswomen in New York City. She has an MPA from Harvard University's Kennedy School of Government and has completed its Senior Executive Program.
