Biography

Dr. Jennifer Brower is Executive Vice President of the International Neuroscience Network Foundation. In addition to administering the organization s day-to-day operations, she is managing two brain-related science projects and assists with the international, educational network program. As a Prometheus Principal Scientist, an adjunct Science and Technology Policy Analyst at RAND and a consultant to the Sarnoff Corporation, her research has focused on the implications of emerging technologies and evolving asymmetric threats for U.S. national security and policy. She was co-Director of RAND s support to the congressionally-mandated Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction. As such she managed research and logistics for the Commission along with the research of more than 50 RAND staff who contributed to the Commission s work. As a result of her work on evolving concepts of security, she coauthored the book, The Global Threat of New and Reemerging Infectious Diseases: Reconciling U.S. National Security and Public Health Policy. She has also concentrated on developing leap ahead technologies and policies to significantly decrease pharmaceutical development, approval and manufacturing times to counter emerging biological threats. She served as an adjunct Professor at Georgetown University s Edmund Walsh School of Foreign Service where she taught Biotechnology and Security and at George Washington University where she taught Chemical and Biological Terrorism and Warfare. She joined RAND after completing a National Research Council postdoctoral fellowship at the Naval Research Laboratory in Washington D.C. She holds a Ph.D. in Environmental Engineering and Microbiology from Harvard University, and two Bachelor degrees in Engineering from Dartmouth College and the Thayer School of Engineering at Dartmouth College. She has co-authored several peer-reviewed articles, book chapters, and books.
