Biography
Senior Counselor of The Cohen Group since 2005. Deputy Secretary of Homeland Security from 2003 to 2005; Administrator, Transportation Security Administration from 2002 to 2003; Commandant, U.S. Coast Guard from 1998 to 2002; Coast Guard Chief of Staff from 1996 to 1998; Commander of the Coast Guard’s Atlantic Area from 1994 to 1996. Mr. Loy formerly served on the Board of Trustees of RAND Corporation, a nonprofit organization, from 2012 until November 2014, and currently serves as a director of Rivada Networks, LLC and the advisory board of FCi Federal.
