Biography

Scott Jasper, CAPT, USN (ret) is a lecturer at the Center for Civil-Military Relations and the National Security Affairs Department at the Naval Postgraduate School, specializing in defense capability development and cyber security. Scott has published articles in Strategic Studies Quarterly, Small Wars Journal, Journal of International Peacekeeping, The Diplomat, Defense News Magazine, Joint Force Quarterly, Marine Corps Gazette, and the Partnership for Peace Consortium of Defense Academies quarterly journal Connections. He is the author of Strategic Cyber Deterrence: The Active Cyber Defense Option and editor of Conflict and Cooperation in the Global Commons, Securing Freedom in the Global Commons, and Transforming Defense Capabilities: New Approaches for International Security. In addition, he is a PhD candidate at the University of Reading, U.K.
