Biography
Dr. Phillip Neely is the recipient of the Doctor of Philosophy in Public Policy and Administration from Walden University and the Masters of Science in Public Administration from Central Michigan University. He received a Certificate of Management and Leadership from Georgia Law Enforcement Command College @ Columbus State University. He is an Associate Professor at Saint Leo University in Duluth, Georgia. Dr. Neely’s expertise comes in the field of criminal justice and public policy. Dr. Phillip R. Neely, Jr., is a 21-year career law enforcement officer having served in progressively responsible leadership and field positions in local law enforcement agencies. His 21-year tenure as a Law Enforcement professional has afforded him an opportunity to lead, train, and direct all functions of local government and currently working in education over the last 6 years, instructing classes, advising, and mentoring adult learners.
Research Interest
Teaching & Professional Interests: Law Enforcement-Police Use of Force: I embrace teaching as an opportunity to inspire and empower others. As an educator, it is my goal to enhance student learning through my philosophy of teaching and generating discussion about learning and empowerment. I strive to encourage students to challenge existing boundaries by teaching them to make the strange familiar and question how they have come to know what they believe to be true about their world.
