Biography

 Paul Winkelman has over 25 years of engineering and project management experience. He has an extensive background in the planning and design of public and private municipal utility and infrastructure systems. He has been responsible for the design and construction of many wastewater and water projects throughout rural Nevada. His project experience includes working with multiple project funding sources. His peers consider him to be an expert in hydraulic modeling and analysis of complex water and wastewater systems. Paul has designed water wells, booster pumping facilities storage and treatment facilities. Mr. Winkelman is a senior project manager and has been responsible for the overall project management of community projects. He has prepared numerous utility master plans, preliminary engineering reports, feasibility studies, facility plans, capital improvement plans and technical memoranda. Mr. Winkelman has represented clients and projects in public hearings including city council, county commission and public board meetings and at numerous meetings with regulatory officials. Mr. Winkelman is a former Permits Officer with the State of Nevada Division of Environmental Protection.  Mr. Winkelman is a Registered Professional Engineer in both California and Nevada. He was also the first registered Environment Engineer to practice in Nevada. He has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno.
