Biography
Mr. Kevin J. Arquit serves as a Partner and Head of Antitrust Practice at Simpson Thacher & Bartlett LLP. Mr. Arquit is a member of the Firm's Litigation Department with a focus on antitrust and competition issues. Mr. Arquit has represented clients in several major antitrust class actions in the health care, insurance, telecommunications, financial services, and insurance industries. He has obtained merger clearance from the FTC or Justice Department for dozens of transactions in the airline, pharmaceutical, computer hardware and software, chemical, health care, optics, food, and various consumer products industries. He is ranked among the Chambers Global 100 lawyers and American Lawyer's Forty-Five Under 45. As Director of the Federal Trade Commission's Bureau of Competition, he was responsible for the FTC's antitrust enforcement program. During his tenure, the FTC prevailed in 37 of the 39 merger transactions the agency challenged. He also supervised the drafting and implementation of the 1992 Horizontal Merger Guidelines issued by the agency and at the Justice Department. Mr. Arquit serves as Chairman of the Antitrust and Trade Law Committee of the International Bar Association and is a member of the BNA's Advisory Board on Trade Regulation, the Board of Advisors of The Antitrust Counselor, and the Executive Committee of the Antitrust Law Section of the New York State Bar Association. He received his J.D. from Cornell Law School and B.A. from Saint Lawrence University.
