Ms. Fink, the President and CEO, has 20 plus years of experience in civil engineering specializing in utility infrastructure (eight of those years have been at Smith). Ms. Fink has developed expertise in design, management, cost estimating, contracting requirements, federal, state, and local compliance, and quality assurance reporting. She has extensive experience in managing utility construction projects from planning, design through construction, coordinating with contractors, design consultants, public agencies, private developers, and utility customers.
