Biography
Emily Scerbo is undeniably a New England stormwater expert. She has been invited to participate in state initiatives such as developing the Metropolitan Area Planning Commission (MAPC) Stormwater Utility Starter Kit, and the Baystate Roads Creating a Revenue Stream for Stormwater Management state-wide workshop series. Emily has worked with Massachusetts communities of all shapes and sizes to implement EPA’s General Permit for Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (MS4s) since its inception in 2003. She is a trusted advisor to many communities because of her in-depth understanding of the Small MS4 program, and the fiscal and organizational challenges that municipalities face to implement EPA’s complex and evolving requirements.
