Arthur L. Lawyer

Biography

 Dr. Arthur “Artie” Lawyer is the President of Technology Sciences Group Inc. (TSG) and Chairman of the Board at TSGE, its European affiliate. He uses his scientific knowledge, detailed understanding of regulatory processes – at both state and federal levels – and over two decades of contacts and experience to design and implement solutions for clients. Dr. Lawyer has focused on state government compliance and product defense for more than 20 years. His practice areas span the 50 states, and include risk assessments, detailed scientific assessment and strategy, registration, enforcement and public affairs. Dr. Lawyer has been involved with Proposition 65 since it was passed by California’s voters in 1986. He has extensive experience in preparing clients to successfully defend themselves against legal actions that are taken under Proposition 65, including the listing and delisting of chemicals. He also coordinates actions before the two committees of the California Proposition 65 Scientific Advisory Board – the Carcinogen Identification Committee (CIC) and the Development and Reproductive Toxicant (DART) Identification Committee. Dr. Lawyer also provides assistance for numerous other OEHHA administrative actions and workshops. State governments and their federal counterparts regulate air and water quality, and the sale and use of hazardous materials such as pesticides. Dr. Lawyer works with clients through this regulatory maze to ensure compliance and to defend products in regulatory peril. Before joining TSG, Dr. Lawyer was a founding member of the biotechnology staff at Chevron Chemical Company and went on to become a regulatory specialist at Chevron and Valent Corporation. He has coordinated industry efforts on California’s regulatory programs over the decades, including pesticides and Proposition 65. Dr. Lawyer is active with several trade associations, including the Consumer Specialty Product Association (CSPA), the Biopesticide Industry Alliance (BPIA) and Western Plant Health Association (WPHA).

 His expertise covers the range of regulated industries, including consumer products, electronics, chemicals and agriculture. At both the state and federal level, he has substantial experience implementing strategies using any combination of scientific, regulatory and political components.
