Dr. Hong Chen focuses on developing and managing international collaborative projects involving EPA and FDA regulated products, including agrochemicals, consumer products and antimicrobials. She also provides regulatory compliance support and audits for Good Laboratory Practices (GLP) and Good Manufacturing Practices (GMP). Dr.Chen specializesin providingmanagementand supportforvarious consulting projects in Asia, with a particular emphasis in China. Her significant experience with both Chinese and U.S. regulatory systems allows her to provide seamless assistance between western companies conducting business in China and Chinese companies doing business in the United States. In particular, Dr. Chen assists western companies in registering products with China’s regulatory agencies, including dossier preparation, document translation and negotiation with regulatory agencies, overseeing local Chinese registration agents on behalf of the client, and evaluating suitable outsourcing manufacturers by performing manufacturing audits and obtaining sample product for testing. She also helps Chinese companies register products with U.S. regulatory agencies and establish GLP or GMP programs. Her strong working relationship with Chinese regulatory agencies, industry associations and consulting firms, combined with her excellent bilingual skills, have enabled her to deliver efficient and successful results to her clients. Dr. Chen joined Technology Sciences Group Inc. (TSG) from USDA’s Interregional Project 4 (IR-4), a U.S. federal program for agrochemical residue study and registration for specialty crops and minor uses, where she was International Program Manager and a Study Director for GLP studies. During her tenure with IR-4, Dr. Chen also served as a member of the U.S. Delegation to the Codex Committee on Pesticide Residues (CCPR), a FAO Consultant for the Joint FAO/WHO Meetings on Pesticide Residues (JMPR) and an Honorary Member of U.S. EPA’s Chemistry Science Advisory Council. Before joining IR-4 she worked for Hawaii Agriculture Research Center as Senior Entomologist and GLP Field Research Director, and served on the Entomological Advisory Subcommittee, Hawaii State Department of Agriculture. Dr. Chen served as an Advisor for China’s “Food Code Project” under China’s 11th Five- Year Guidelines Pillar Program, “Chemical Contaminants Exposure and Risk Assessment” and has been an Honorary Professor for Chinese Academy of Tropical Agriculture, Ministry of Agriculture since early 2009
Chen has over 30 years of experience in agriculture and medical fields. In her early career she studied and practiced combined western and traditional Chinese medicine in China. She participated in developing and clinical testing of biomedicine, as well as planting, processing and prescribing herbal medicine ingredients.
