Biography

William Ramsey, MD, FACEP is the Associate Vice-President for Coordination & Logistics and Chief Collaboration Officer at the West Virginia University Health Sciences Center (HSC). Dr. Ramsey has over 30 years of experience in health care as a provider, researcher, and policy leader, particularly in the area of the development, implementation, and evaluation of unique and innovative methods and systems for providing quality and cost-effective medical care with a focus on trauma, cardiac, and stroke systems of care. He was born and raised in West Virginia and received his undergraduate and MD degrees from West Virginia University and his specialty training at Akron General Medical Center. He is an Associate Professor of Emergency Medicine, board certified in Emergency Medicine, and the founding program director of the WVU Emergency Medicine Residency program and one of the founding faculty of the Department of Emergency Medicine at WVU. Dr. Ramsey provides leadership and oversight on matters related to collaboration, logistics, and coordination for a variety of programs and initiatives whose goal is to tangibly improve the health of West Virginians. As part of the HSC leadership team he is directly involved in the operation and management of specific healthcare and wellness improvement initiatives, as well as serving as a liaison to a variety of entities including government, healthcare providers, community organizations, and other healthcare stakeholders throughout West Virginia. Dr. Ramsey has spent over 20 years working in and with both federal and state government agencies on policies and programs related to public health, health policy, and legislation. He has contributed and authored many legislative bills and executive rules in the area of public health, credentialing, quality improvement, and code enforcement. He served as the WV State Director of Trauma and Emergency Care during 9/11, Katrina, and the Sago Mine disasters and was instrumental in the development and implementation of West Virginia’s Rural Trauma System. He has served as a consultant to large corporations such as Exxon and Westvaco and served on many national committees and task forces related to disaster and emergency interoperable communications systems. He was previously the Vice President and Chief Medical Officer for Health Care Management Solutions, LLC working on a variety of programs related to the Affordable Care Act as well as programs for the FDA and CDC. Dr. Ramsey also holds an honorary Doctorate of Humane Letters from West Virginia Wesleyan College. He currently resides in Bruceton Mills, WV with his wife and has two daughters.
