Biography

Charles Duncan, West Yost’s President and Chief Operating Officer with over 26 years of water industry experience, is a nationally recognized expert in water system and facility planning. Charles’ experience includes solving water supply and distribution projects at a local and regional level. He has directed the preparation of water master plans, infrastructure facility plans, specialized studies for alternative supply sources, water quality improvements, and operation improvements in distribution systems. He also has extensive expertise in hydraulic modeling and provides leadership and guidance to a large team of distribution system modeling experts.
